Summary 0053180: 'Issue Order' is disabled if view it from the 'Orders'

Steps To Reproduce 1.Go to Vall Blanca Store using:
- login: vallblanca
- password: openbravo
2.Pick the icon in the top right corner of the 'Order' area -> Select 'Pick up in Store' delivery mode
3.Select Arturo Montoro customer
4.Add 'Avalanche transceiver' to the Order -> Click 'Pay' -> 'Cash' -> Click 'Done' button
5.Go to Main menu -> 'Orders' -> Select created Order -> Click on 3 dots at the end of the Order line
6.Pay attention to the 'Issue order' option

Actual result: 'Issue Order' option is disabled

7.Open created Order
8.Click on 3 dots above the ‘Review Payments’ button ->'Issue Order'
9.Go to 'Orders' -> Select created Order -> Click on 3 dots at the end of the Order line
10.Pay attention to the 'Issue order' option

Actual result: 'Issue Order' option is enabled

Description I created an Order and clicked on 3 dots in the list of 'Orders' to select 'Issue Order', but it was disabled.
If I open this Order, then click on 3 dots above the ‘Review Payments’ button in the 'Main' window and go to the list of 'Orders', the 'Issue Order' option is enabled, but should be disabled
