Steps To Reproduce | 1) Go to the [Country and Region] window 2) Select a country with the "has regions" flag unchecked 3) Navigate to the [Region] tab and click on "create a new record in a form" toolbar button. |

Description | When trying to create records into the [Region] tab in [Country and Region] window, the form view does not display fields if the Country is not flagged as "has regions". This is because the fields in that sub-tab has a display logic which depends on that flag. Showing the form without fields can be confusing for the users (See attached image). |

Description | When trying to add records to the [Region] tab in [Coutry and Region] window, the form view does not display fields is the Country is not flagged as "has regions". This is because the fields in that subtab has a display logic which depends on that flag. Showing the form without fields can be confusing for users (See attached image). |
