0008412: Requisition not getting displayed in Requisition to Order screen when the user creates a requisition without BP.

Description

Requisition not getting displayed in Requisition to Order screen when the user creates a requisition without BP.

Steps To Reproduce

Precondition:

Go to Master Data Management || Product, edit product Hammer, select business partner as MC Giver supplies and save the record.

Steps
    * Login with any valid user
    * Go to Procurement Management || Transactions || Requisition
    * Click New
    * [Header] Business partner = <blank>
    * Save record
    * Move to tab lines
    * Create a new record
    * Fill in Need by date = two weeks from today
    * Product = Hammer
    * Business Partner = <blank>
    * Quantity = 10 and save the record.
    * Move to Header tab and click complete button.

    Move to Procurement Management || Transactions || Requisition To Order || Requisition To Order and click search button (mark Add lines without vendor checkbox)

Expected result: Above created requisition should get displayed.

Actual result: Above created requisition not getting displayed.
