0007542: Commisions with quarterly frecuency type fails in PostgreSQL

Description

If a commision is created with frequency type set to quarterly in Postgre, it fails. The error is:

"timestamp with time zone units "q" not recognized"

This does not happen in Oracle.

Steps To Reproduce

Sales Management || Setup || Commission
- Create a record for a certain BP
- Frecuency type = quarterly
- Click 'Generate Commission' button
- Set a starting date

Error is displayed.

Proposed Solution

Check lines 103-105 (r2.40) in c_commision_process function
