0006151: Requisition to Order Vendor selector should not show all BPs by default

Description

Go to Procurement Management || Transaction || Requisition to Order form, click on the Vendor selector and you will notice that the BP filter is set to All.

Since the label of that field says Vendor, the selector should also show only Vendors by default. The label is misleading otherwise.
