0058122: Create jest tests for the portugal and spanish fiscalization handlers

DescriptionIn PT and ES fiscalization modules, jest tests for the handlers (PTFISFiscalizationEventHandler and ESFISFiscalizationEventHandler) need to be added, covering the main scenarios.
