0057673: Change preHook to postHook in OpenInitialCount for Consistency among versions.

DescriptionTo maintain consistency across versions, the preHook in the OpenInitialCount class needs to be changed to a postHook. This ensures a uniform execution order and aligns with the updated logic implemented in InitialCountWindow.
