0005609: Withholding rate should not be a negative value

DescriptionWhen creating a new withholding, the application should not allow to save a withholding with a negative rate.
Steps To ReproduceGo to Master Data Management || Business Partner Setup || Withholding || Withholding, insert a negative value into the rate field and save it.
