0004907: Deactivate Change payment status form

DescriptionAs you cannot mark "Payment Complete" in a payment through Settlement window the form Change payment status is not useful anymore. Later on it will be removed. Besides this the name of the form is not correct because you don't change the status of the payment you unmark the flag "Payment complete"
