0045606: Separate static and dynamic content in loginutils preRenderActions request

DescriptionCurrently in this request there is both static (labels, lists) and dynamic (dateformats) information. We should separate them in different requests, so that the static one can be optimised (for example returning 304 in case nothing changed).
Steps To ReproduceAccess the WebPOS.
Verify that the loginutils preRenderActions request is always done, computed and fully returned even if it contains static data.
