Description

Purchase Taxes do not correct if tax rates are created with Region and Destination Region.

Steps To Reproduce

In Livebuilds log in as System Admin.
Go to Country and Region window.
Add below regions for Country France: Guadelupe, Ille de France and Bretagne.

As White Valley Group Admin, select Vall Blanca Store by defult.
Go to Tax Category window and create for Vall Blanca Organization, below tax categories:
Exonéré
TVA Normale

Go to Product window and select TVA Normale tax category for the product Balaclava Camp.

Go to Tax rate and create below 3 tax rates with below setup:
Tax 1
Name = Achat Bien et Service Exonére.
Tax Category = Exonére
Tax Type = Purchase Tax
Valid from date = 01-01-2000
Rate = 0
Country From = Spain
Region From = empty
Destination Country = France
Destination Region = Ille de France
and in the lines:
Country From = Spain
Region From = empty
Destination Country = France
Destination Region = Bretagne

Tax 2
Name = Import Dom-Tom
Tax Category = TVA Normale
Tax Type = Purchase Tax
Valid from date = 01-01-2014
Rate = 0
Country From = France
Region From = Guadelope
Destination Country = France
Destination Region = Ille de France
and in the lines:
Country From = France
Region From = Guadelope
Destination Country = France
Destination Region = Bretagne

Tax 3
Name = TVA 20%
Tax Category = TVA Normale
Tax Type = Both
Valid from date = 01-01-2014
Rate = 20
Country From = France
Region From = Ille de France
Destination Country = France
Destination Region = Ille de France
and in the lines:
Country From = France
Region From = Ille de France
Destination Country = France
Destination Region = Bretagne
Country From = France
Region From = Bretagne
Destination Country = France
Destination Region = Ille de France

Go to Organization window and change the location of Vall Blance Store, by adding France as Country and Ille de France as Region.

Go to Business Partner window and change the location of the supplier Mountains & Snow, by addign France as Counry and Ille de France as Region.

Go to Purchase Order window and create a new order for Vall Blanca, on current date and the supplier Mountains & Snow.
Select the product Balaclava Cap.

The very first tax Achat Bien et Service Exonére is selected. This is not correct.

The correct VAT to select for a purchase from Ille de France to Ille de France, in France, must be TVA 20%, as configured.

Note that the tax rate selected is not related to the tax category of the product.

The correct VAT rate must be VAT 20%
