0042906: [20Q1] [NewSkin] Scrolling in Login window with many users doesn't work in touch devices

Description

Scrolling through the users in the login page when there are many of them works inconsistently as seen in the Galaxy Tab A6 (check the following video ->
https://drive.google.com/open?id=1bLfl_CR4ZzzmXq-3SGhzKIxW18N51dWa [^]) or is entirely broken as seen in the iPad.

This issue is a major functionality regression, as it isn't reproducible prior to the introduction of the skinnable POS / new skin.

Steps To Reproduce

-- In the Backend
0. Log in as user "Openbravo" with the "The White Valley Group" role
1. Go the the User window, create multiple records with the mandatory fields (password included), and create a new record in "User Roles" subtab for each of them with
"VallBlancaUser" Role

-- In the Frontend
0. Navigate to the POS login page for terminal VBS-1
1. Try to scroll through the users in horizontal and vertical layout in some touch device
(1) NOTICE that in the Galaxy Tab A6 the scroll is inconsistent, although in vertical layout all users can be made visible and works as expected
(2) NOTICE that on the iPad using the Safari browser, it is not possible to scroll through the users in any way, thus making it impossible to select some of the users
