0040415: Issue with costing IDL

Description

Hi Team,

We see that costing IDL shared via initial data load process, uploads the cost for all the lines until we get an error record.
After fixing the error if we upload the file again, duplicate records gets created. This seems to be bug in code or any particular reason for same.

Steps To Reproduce

1.Select any sample csv template for importing costing .
2. If you have 3 lines in this csv then put some wrong data in 3rd line such as put organisation or product search key wrong
3. Try to import this csv . you will find first two lines gets imported and 3rd line not get imported
4.Correct 3rd line data of csv and try to import this again . This time you will find first two line gets imported again i.e there you find duplicate record of first 2 line

OR

1. Try to import any costing csv idl template file twice . You will find duplicate records for every line.
