0038837: Registration popup should not appear

DescriptionRegistration process is no longer required, in fact, as pointed by 0038173, register button points to an invalid URL.

Before removing all code involved with this popup, this popup should not appear to the end user.
Steps To ReproduceRegistration should not be available in the Menu or appear when logging in as admin after Heartbeat popup.

Fixed issue 38837: Registration popup should not appear.

Registration popup should no longer exists. As a first measure, this popup
should not appear when logging in as administrator or as a menu entry. In
future releases, this popup should be completely removed from the codebase.
