0038088: API Change: A new check constraint needs to be added to obpos_userterminal_access

DescriptionCurrently it's possible to create more than one record in obpos_userterminal_access for the same combination of terminal and user. This must be prevented via a check constraint, but this is an API change. A related buildvalidation will be added to explain to customers that they need to fix their data first, before executing the update.
