0037217: disabled access to 2.50 processes and forms are still visible in menu

DescriptionForms and Reports marked as not active in Role window are still present in menu.
Steps To Reproduce1. Login as group admin
2. In Role window select any role with access to Initial Client Setup (form) and Delete client (Process)
3. Deactivate both of them
4. Login with that role
   -> Check both elements are still present in menu

fixed bug 37217: menu shows entries for disabled access to 2.50 processes and forms

  Take into account access active flag when generating role's menu.
