0036512: Combo Fix Price is not taking into account discount priority

DescriptionCombo Fix Price is not taking into account discount priority is does nothing about it and applies only the first one.
Steps To ReproduceConfigure Avalanche transceiver product as non-grouped

Create a combo fix price discount with priority 2
Create family with QTY 2
Add avalanche transceiver product

Create another combo fix price discount with priority 1
Create family with QTY 3
Add avalanche transceiver product

Login on WebPOS
Add 2 avalanche transceiver
Combo 1 gets applied
Add another avalanche transceiver
Combo 2 is not getting applied
