0035603: When starting store server, consider starting in offline mode and transition to online

DescriptionIt seems natural for a store server to start in offline mode and then do a transition to online action right away.

Question is how this should work together with the batch reload activity which happens also at startup.

Proposed SolutionShould be done in a ContextListener, preferably in the store server retail module and executed after setup symmetric ds listener
