0027661: Stabilization: Index.jsp is not expiring so updates do not show up in the browser without clearing the cache

Description

Index.jsp misses expiry headers, this can result in the page being cached in the browser and updates to the page not being used in the browser directly.

Add expiry headers to the index.jsp page
