0021593: Performance issue opening the Add Payment window on Purchase Invoices

DescriptionOn the Purchase Invoice window you can initiate a payment flow by clicking on Add Payment.
That opens a window where the payment transaction can be recorded.

It takes too much time to open that window.

In OB/OB it takes 15 seconds for the window to open the first time and 6 second every subsequent attempt.
The problem is that - given the nature of this transaction - this is a one off event and you are always opening it for the first time, so you always experience 15 seconds delay, which is way too much.

An acceptable time would be 2 seconds.
Steps To ReproduceOpen the purchase invoice window; enter and complete an invoice.
Click on Add Payment.
