0019314: Net Unit Price resets when quantity changes

DescriptionIn Lines tab from Sales Order, Net Unit Price resets when the user changes the ordered quantity.
Steps To ReproduceAs Group Admin role,
Go to Sales Order
 - Create a new register
      *Business Partner: Healthy Food
Go to Lines Tab:
  - create a new register
       * Select product: Cherry Cola
       * Change the net unit price: 10, before it is 0.83
       * Change the Ordered Quantity: 5
We realise that the Net Unit Price is 0.83 again.

Fixes issue 19314: Net Unit Price resets when quantity changes.
Now the net unit price only change when the offer change it

 Test case:
-create two offers to one BP and to one Product and to different quantities:
   +0-10: without offer
   +10-19: 50% of discount
   +20-30: 100% of dicount
-go to window sales order and create one header for the same BP
-go to lines and create one line for the previous product
-now play with the quantity:
   +see that net price does not change with values between 0-9 or 31-99999999999
   +change the qty to one value between 10-19. See that net unit price change
   +do the same with values between 20-30

Now do the same test but inside the same offer put your price (change the proposal price, and see that it doesn't change if the offer does not change).
