0017787: report trial balance, other accounts are displayed when the level account selected is "subaccount"

Descriptionin report trial balance, with the level "account" is not displayed accounts with total amount 0, but this accounts are displayed with the level "subaccount"
Steps To Reproduce. with F&B sample data
. go to fiscal calendar F&B España, year 2009 -> run process "create reg fact acct"
. run "report trial balance"
  . date from 01/01/2009
  . date to 01/01/2009
  . organization F&B España
  . account level subaccount
  . opening entry check selected
 . accounts are returned

. run "report trial balance"
  . date from 01/01/2009
  . date to 01/01/2009
  . organization F&B España
  . account level account
  . opening entry check selected
 . accounts are not returned
