0017422: 2.50-api/166 check fails because of change in table constraints

Description

Table FIN_RecLine_Temp changes its constraints to add actions on delete (cascade) and this results into an API break.
The risk is really low as this is an internal table that is not likely to be extended by any external module. It avoids failures in reconciliation screen as this table is used to undo operations on that screen.
