Callouts will only be fired on NEW mode when: - The value is not null (or empty) - And the column is a combo/selector (FK reference) If those two conditions are true, and the column has a callout, the callout will be fired on NEW mode. In CHANGE mode, these conditions are irrelevant (instead, we check if the column value changed or not, and we don't check the reference at all).
