0016440: OB 3 GA - Status of Purchase Order poorly defined

DescriptionStatus of purchase order: Poorly defined at the moment; Draft, Complete and Closed. This should be refactored and made more flexible and meaningful (consistent with sales order status’).

Before we separate operational issues from analytical issues (phase II) and therefore provide a definition of the complete set of order "status" and its corresponding business logic, we will just change current "status" names as proposed below (phase I).

Proposal:
Rename status "Completed" by "Booked", and change the button "Complete" to "Book".
Rename status "Close" by "Closed".
