bug fixed [ 1747438 ] Incorrect message trying to reactivate an Order

The solution for this bugs includes 2 points:

*Action combo is now mandatory so it is not allowed to leave it blank, additionaly the blank option is not available.

*Display logic has been added to process button not to show them if no action is available for the current satatus, depending on the table different statuses are the ones that prevent the button to be shown, this is the classification by tables and windows:

-C_ORDER: CL, VO
  Purchase Order
  Sales Order
  Simple Sales Order

-C_INVOICE: CL, RE
  Sales Invoice
  Purchase Invoice

-M_INOUT: CL, VO
  Incoming Shipment
  Outgoing Shipment
  Goods Receipt
  Goods Shipment

-GL_JORUNAL: CL
  GL/Journal
