0014882: Should not be possible to have all roles checked as "Manual"

DescriptionBecause if all your roles are checked as "Manual" and you then create a new organization (for example) you will not be able to give permission access to it
Proposed Solutiondefine a trigger in the database to check that at least you have one role checked as "Manual"
