0012713: It is not possible the change the order of the menu entries of core on the menu's tree

DescriptionIt is not possible the change the order of the menu entries of core on the menu's tree.
Steps To Reproduce-Create a new template and check it as "indevelopment"
-Go to General Setup>Application>menu
-Click on the tree button on the toolbar
-Try to change elements of the core on the tree
-You get the following error:

*Cannot reorder elements that belong to modules that are not currently in development.
