0033746: Alerts get generated even after unchecking the active flag of Alert Process in process request

DescriptionIt was noticed that even after the active flag is unchecked for the Alert process(backgrond process) in the process request window, the alerts get generated.
Steps To Reproduce1. Configure an alert.
2. Navigate to process request window.
3. Set the active flag as 'N'(uncheck the active flag).
4. Reschedule the process.
5. Navigate to Alert management window and see that alerts are generated.
