0028133: Ability to register which tickets has been already returned in verified returns window

Description

It would be nice to have a mechanism to have control of which tickets has been already returned in verified returns window. It would be nice too to have a preference to enable or disable this mechanism.

Currently it is possible to create several returns based on the same ticket.

Steps To Reproduce

In WebPOS
1) Create a new ticket and pay it
2) Go to Verified Returns menu and create a return for the ticket created in step 1.
3) Go to Verified Returns menu again, notice that it is possible to create a new return based on the same ticket.
