0014067: Be able to create Payment Plan manually

DescriptionWith APR module, Payment Plan are created based on Payment Terms and is not possible to create them manually.
For end user, it will be interesting be able to create Payment Plan manually instead of have to define payment terms that matched with each invoice interests.
