Summary0009891: User creation should be more robuest
DescriptionI created the new role & user successfully. then when i tried to login, it shows some strange error.

Later that i found i forgot to assign a organization for the role & default org for user.

Steps To Reproduce1. Create a user. General setup->Security
2. General setup->Security->Create a role. Make sure you mark the flag manual before saving the new record
3. Move to org access and ensure there is no organization
4. Go back to user and assign the role
5. Log out and login

Steps to reproduce:

General Setup || Security | Role

Create a role without adding org

General Setup || Security | User

create new user without assign "default org"

Then logout & login as newly created user
