0009805: Not Able to reaorder fields working on a template

Description

Working in a template i want to hide some fields and reorder some others in using "field sequence" tab under "window, tabs and fields || tabs". I'm able to hide field but i get and error trying to reorder the field sequence "Cannot reorder elements that belong to modules that are not currently in development" (see reorder.png). The exact situation of my work space is the following

* Only the template in development (see indevelopment.png)
* There is a dependency between the template and core (see depndency.png).
* I thing that the situation above is the correct so the reorder process would work, in fact I'm able to change the sequence number within the field description.
