| Description | When copying one budget lines to another budget, although a "Process Completed Successfully" message appears, no line is copied.

| Steps To Reproduce | Go to Financial Management || Accounting || Transactions || Budget || Header
Create a new one called "empty"
Create another one called "with lines"
Go to lines
Create a new one
Go to header
Click on "Copy Budget"
Choose the budget called "empty" - Success message is shown, and no line is copied
Go to "empty" budget
Click on "Copy Budget"
Choose the budget called "with lines"
Realize that an error message is shown, and no line is copied. |

As the proposed solution was not enough (make a button do what it says it does), I have debugged the code, until issue reason is found. Once in this point, instead of write the proposed solution, I preferred to actually fix it, and commit it.
