Description	It is not possible to define a language for a translation module but this field is required for the apply process to know which translation apply.
Steps To Reproduce	-Create a new module -Set Is translation module to 'Y' -The Language drop down list is not visible
Proposed Solution	Add to the display logic for language is translation module
