0007724: Preferences in * are not properly loaded in session

Description

When login with a role that have not access to organization *, the preferences defined within that organization are not loaded.

This is not correct because though the role does not have write permissions in * it has read permission thus it should be able to read also the preferences.

Steps To Reproduce

-Create a preference in *
-Log in with a role that is not allowed to *
-Check the preference is not set.
