0007598: Location field do not show the address if Region is set blank

Description

If Region field when filling a Location is left blank, the whole Location field is not shown.

Steps To Reproduce

1. Enter some location (for example for a Business Partner or an Organization)
2. Complete address, postal code and city
3. Note that Regions are United State's regions. Move then to Country to select a different one.
4. Select a country with regions, Spain by example. When selecting, note that regions becomes blank.
5. Without entering a region, click Ok button.
6. On the Location field on the window, you see no value was set, as if no location was entered
7. Open again the location popup. Note that all values were saved abd that now a region is selected.
8. Change nothing and click ok. Now the location is shown.

Proposed Solution

Is region a mandatory field? It should not, then I should be able to select a blank region and continue working as usual.
