Missing steps to reproduce here:
Go to: Financial Management || Accounting || Analysis Tools || General Ledger Report || General Ledger Report
Use the filter field from amount on postgresql 8.3

There are 4 combinations to changed here:
1. Hide matched Debt/Payments: not marked
   From Account/To Account (some value selected)
2. Hide matched Debt/Payments: is marked
   From Account/To Account (some value selected)
3. Hide matched Debt/Payments: not marked
   From Account/To Account (both combos empty line marked)
4. Hide matched Debt/Payments: is marked
   From Account/To Account (both combos empty line marked)
