Currently if you do an Initial Client Setup you have the option to apply core module to the new client although there is no dataset defined within core module to be applied at client level. Not sure if it happens in Initial Organization Setup as well. Currently core module should not be available to be applied to the new client. Talk to Eduardo Argal to clarify the issue.

You are right -my last note was misleading- but this bug requires another simple fix: Client Definition dataset should not be export allowed (it was, not sure if it has been fixed). The fix is as simple as change this boolean attribute for the Dataset.
