Steps To Reproduce1.-Go to Discounts and Promotions
2.-Create one with type Variable Discount per Total Amount
3.-Check that Use Coupons can be checked
Proposed SolutionIt should not be possible to do this.
Review all the discretionary discounts to ensure this is working as intended

Fixed ISSUE-56573: Displayed `Uses Coupon codes` only for the non Discretionary discount.
