Steps To ReproducePOS2
1) Add Product "Avalance Transceiver"
2) Add Product "Balaclava Cap" and Click "Return Line"
3) Confirm Total is "-18.90" and complete the ticket - "Ticket A"
4) Open the ticket "Ticket A"
5) Verified Return option is not showing in context menu of the ticket

Finally the conclusion is that this is not an issue, it is ok that you cannot return a returned order.
