0050613: [22Q4] [Restaurants] Line options shows "Add note" option for modifier that already has text

Description

After adding a note using the "Add note" option for a modifier the Line's contextual menu still shows "Add note" when it should have changed to "Edit note"

Steps To Reproduce

1. Create a Simple Menu
2. Add any starter
3. As Main Course, choose "Cheeseburger"
4. As expected, the "Cooking Start Time" is shown. Click the line in the left panel and then the "Add note" option.
5. In the pop up, enter some text. Click "ok".
6. As expected, the text is added to the line.
7. Click again in the line and check the "Add note" button has not changed to "Edit note", however clicking it edits the current text. See attached screenshot.
