DescriptionDiscount Tests should create active discounts.
It is possible to have external modules that modifies DefaultValue of Active column therefore the discounts are not applied.
Steps To ReproduceHave a template that sets the defaultValue of Active column of M_Offer table to 'N'

Execute the jUnit tests of discounts module

they will fail as discounts are not applied
