| Summary | 0049857: Full Refresh Throttling |
| Description | Implement a mechanism that limits the number of terminals that can do a full refresh of masterdata concurrently. This will reduce the overload on the server and avoids having all terminals in a store unusable because of an lengthy upgrade of masterdata. Also we want to avoid upgrading the app sources in the login page load to have a consistent state even if switched to offline after login.
