Steps To ReproduceConfigure the organization located in France, Guadeloupe region.
Configure the Anonymous BP located in France, Guadeloupe region. Make sure this customer is not configured as Exempt.

Configure a product with Home Delivery, and related to the tax category TVA Normale.

Book a sale for that customer and product from POS.
Verify that below two rates are shown. See POS image attached:

TVA 8.5 DOM-TOM
Export DOM-TOM Normale

This is not correct. Only the TVA 8.5 DOM-TOM should be shown.

Proposed SolutionIt is required to change the setup of below listed Tax Rates, therefore the regions in the Header are moved to the Tax Zone. See image below (issue47419-wrongsetup) and (issue47419-correctsetup):

Export DOM-TOM Normale
Regions fields in the header must be empty.
there a new record needs to be created in the Tax Zone tab with below setup:
From Country = France
From Region = Auvergne-Rhône-Alpes
Destination Country = France
Destination Region = Guadelupe

Same applies to Export DOM-TOM Réduite:
Regions fields in the header must be empty.
there a new record needs to be created in the Tax Zone tab with below setup:
From Country = France
From Region = Auvergne-Rhône-Alpes
Destination Country = France
Destination Region = Guadelupe

The regions configured in the tax rates is correct because:
See Export DOM-TOM Normale tax rate.
- sales from (Region) Auvergne-Rhone-Alpes to (Destination Region) Guadalupe is an Export DOM-TOM
- sales from (Region) Guadalupe to Italy or to any EU Country are also Export DOM-TOM
- sales from Guadalupe to Guadalupe are TVA 8.5 DOM-TOM

This problem is solved in issue 0048737 and is not happening in newer versions.
