Amazon S3 Migration Process background process does not take into account the configuration done at System level

Steps To Reproduce

As System admin role:
   Create a record in Amazon S3 Configuration window
   Verify it

   Create a record in Attachments Configuration:
      Attachment Method: Files stored in Amazon S3 object storage platform
      Amazon S3 Configuration: previously created one

As group admin role:
   In Process Request window, schedule the Amazon S3 Migration Process to run immediately
   Check it finishes with the following log:
      Error. There is no active Amazon S3 attachment configuration for the client with ID: ...

Proposed Solution

Consider in the migration process that the attachment configuration may be defined at System client level.
