Summary0045152: DatabaseVersionCheck should be updated with 20Q4 oracle support changes
Description20Q4 release removed support for both Oracle 11 and Oracle 12 by raising the minimum Oracle version to 19c.

The existing DatabaseversionCheck buildvalidation should be updated to reflect that.
Steps To ReproduceCompared updated 20Q4 System Requirements to MIN_ORA_VERSION in DatabaseVersionCheck build-validation.
