Summary0004458: Error when saving Budget Lines
DescriptionWhen creating a new budget line, error rises.

Additionally "Accounting Schema" and "Account Element" fields can't be null (according trigger "C_BUDGETLINE_TRG" definition), but both fields are not set as mandatory.

Fixed issue 0004458.
Made the fields "Accounting Schema" and "Account Element" mandatory in the AD.

To verify this:
1. Go to Financial management->Accounting->Budget->header
2. Click new and fill the mandatory fields
3. Save
4. Move to lines and click new. Fill the mandatory fields and save
