0041296: [19Q3] install source not working if the DB is in a different machine and SSL connection is required

Description

Trying to run an install.source on a context where AppServer and DB are in different machines and both machines requires SSL connections throws an error

      [sql] WARNING: SQLException occurred while connecting to <DB_SERVER>:5432
      [sql] org.postgresql.util.PSQLException: FATAL: no pg_hba.conf entry for host "<SERVER_IP>", user "<USER>", database "<DATABASE>", SSL off

Steps To Reproduce

In an environment where AppServer is located in one machine and DBServer is in a separate machine, both requiring SSL connections, run an install.source
