0004019: Combo reaload takes all the accesible organizations in org combo

Description

Issues 0002905 and 0000560 made the child tabs to load in the organization combo all the referenceable from parent organization and accessible organization tree. This is happening when the tab is loaded first time, but the combo reaload for organiation makes to appear all the accessible organizations regardless they are referenceables from the parent org.

Steps To Reproduce

1. Go to Sales Management || Transactions || Sales Order || Header
2. Create a new order in org A
3. Go to lines
4. Check the org combo: now it is ok, only the referenceable orgs appear
5. Change the organization
6. Check the org combo: now all the accessible organizations appear there regardless they are referenceable from A.
